Abstract

This study aims to analyze the influence of leadership and work culture on work motivation and its impact on employee performance at the Environmental Agency of North Barito Regency. The main issue addressed is the lack of optimal leadership and work culture implementation, which has implications for low motivation and declining employee performance. The population of this study consisted of 42 civil servants working at the Environmental Agency of North Barito Regency. Data were collected through questionnaires distributed to respondents. The independent variables were leadership and work culture, the dependent variable was employee performance, while work motivation acted as a mediating variable. Data analysis was conducted using Partial Least Square (PLS) with the assistance of SmartPLS software. The results indicate that all hypotheses are accepted, meaning leadership, work culture, and work motivation significantly influence employee performance, both directly and indirectly. Work motivation was found to be a mediating variable that strengthens the relationship between leadership, work culture, and performance. Furthermore, effective leadership and a strong work culture are dominant factors in enhancing motivation and improving employee performance. This study implies that improving leadership quality and fostering a positive work culture should be prioritized in efforts to optimize organizational performance.
